Introduction

Flevance, also known as the “White City” (白い町, Shiroi Machi?), was a country located in the North Blue, best known as the birthplace of Trafalgar Law. It was also notable for its abundant deposits of Amber Lead. It remains unclear whether Flevance was officially affiliated with the World Government; during the catastrophic outbreak linked to Amber Lead exposure, the royal family fled the country, abandoning their people with its aid. Notable Landmarks

Hospital

A Hospital, with the stately appearance of a giant townhouse and fencing walls of wrought iron, stood as one of the many whitewashed buildings of the city, its color a result of Amber Lead. The hospital also served as an academy for promising young students, including Trafalgar Law, the son of the greatest doctor in the country. When the Amber Lead Syndrome broke out, the hospital quickly succumbed to the crisis, crippled by a dire shortage of medical supplies and personnel as death tolls soared and outside aid never came. Law’s parents were gunned down within its walls. The building ultimately burned down, claiming the life of his younger sister, Lami.

History

Past And Destruction

Flevance was often likened to a snowy kingdom from a fairy tale—its soil, trees, and grass all cloaked in a pristine white that lent the land an otherworldly beauty. So breathtaking was the sight that many visitors questioned whether the island was real or merely an illusion. Beneath its ethereal landscape, the source of its splendor was discovered: a rare and radiant ore, Amber Lead, that was determined to be the source of Flevance’s marvelous white nature. Following its discovery, Amber Lead became the cornerstone of Flevance’s prosperity. The ore was refined into an array of luxury goods—utensils, paints, confections, cosmetics, even weapons—all prized for their brilliance and purity.

Demand surged across the world, and with it, the town rose swiftly to wealth and renown. A century ago, when the Amber Lead industry first emerged, both the World Government and the town’s royal family uncovered a devastating truth: the ore was highly toxic. However, driven by greed and the immense profits it promised, they chose to conceal this knowledge from the public. Over time, the poison took its toll—each successive generation suffered from its adverse effects: increasingly shortened lifespans. By the time the truth about Amber Lead’s toxicity became widely known, it was far too late to save the country. All the people of Flevance were already sick and eventually dying, their bodies ravaged by prolonged exposure. The royal family fled the kingdom with the aid of the World Government, abandoning their subjects to this cruel fate. Fearing the illness was contagious, neighboring nations imposed a strict quarantine, cutting Flevance off from the world. As desperation mounted, the citizens attempted to break free—but their efforts were met with violence. In the name of containment, those in surrounding countries killed those who tried to escape and ultimately obliterated what remained of the once-prosperous kingdom.

Legacy

Trafalgar Law remains the sole known survivor of the Flevance tragic crisis, as he smuggled himself beyond its border by concealing his small body among a mountain of corpses. This experience, and the world’s cold indifference to his homeland’s suffering, left Law scarred and embittered—a child consumed by the desire to destroy the world that had destroyed his own. Although the country itself was destroyed, citizens worldwide remained vigilant of the Amber Lead Syndrome. Its name alone was enough to instill panic. When Donquixote Rosinante took Law from hospital to hospital in a search for treatment, the boy was not met with compassion. Instead, doctors demonized him, branding him an infectious danger to others as a survivor of the Flevance tragedy.

Trivia

  • Flevance shares several of its traits with the real-world town of Casale Monferrato. Both were nicknamed the “White City” and rose to prominence through the development industries centered around the mining and use of toxic materials—asbestos in Casale Monferrato and Amber Lead in Flevance. In each case, the substance that brought wealth and renown ultimately led to widespread suffering and death among those exposed to it.
  • Flevance is the second named country in the series to be abandoned by its royal family. The first was Drum Island, which was abandoned by Wapol and his followers after the arrival of the Blackbeard Pirates.
  • Flevance is the second country in the series to be completely destroyed, leaving behind only a single survivor who was demonized by association. The first was Ohara, which was annihilated by a Buster Call for investigating the Void Century, under the suspicion that its scholars sought to revive the Ancient Weapons. The only survivor, Nico Robin, was branded the “Devil Child” for her ability to read poneglyphs.
