Symbol
The Goa Kingdom’s symbol is a yellow daisy with three white feathers. Many nobles wear it somewhere and it can also be found on the police hats. A stylized form is also present on the high town walls.
Layout
The kingdom of Goa encompasses the entirety of Dawn Island. The vast majority of its population lives inside or near the large circular wall surrounding the main towns of the kingdom. Goa’s main towns are located on the southern shore of the island. There are different towns separating the different social classes in Goa. Outside the main wall surrounding it lies the Gray Terminal, where the trash collected in the kingdom is thrown. Inside the wall, there is Edge Town, then the Town Center, and lastly the High Town which hosts the Royal Palace. Beyond the wall, there are many small villages around the island, such as Foosha, alongside vast agricultural plains, and a vast number of mountains near the kingdom’s main wall itself is surrounded by the Mt. It is made up of high-class residential neighborhoods with elegant mansions and well maintained streets. Its inhabitants enjoy high qualities of life thanks to their status, and perceive themselves as better than the rest of the kingdom’s population, whose access is denied to the High Town because one needs to be of noble status to reside there.
Town Center
The majority of the population living in the walled part of the Goa kingdom resides in the Town Center. This is where the people who fall neither in the category of being nobles or lower-class. The inhabitants of this area mostly experience normal lives and are those who mostly occupy professions such as policemen, soldiers, servants, or intendants in the High Town.
Edge Town
The closest part of the walled kingdom of Goa to the large wall surrounding it is the Edge Town, an area where many of the country’s criminals gather. It is an area with a high crime rate, and various groups of gangsters fighting for power in its streets.
Gray Terminal
Outside of the wall, there is a sprawling slum filled with the trash collected in the entire world that is thrown there every two days. Its inhabitants are the poorest members of Goa’s society, and are not considered as citizens by its authorities. Many inhabitants of the Gray Terminal dedicate themselves into searching through the trash to collect stuff that they could sell inside the wall to the other inhabitants.
Rest Of The Country
Beyond the Gray Terminal, there is a vast chain of mountains surrounding the area and the walled part of the kingdom. These mountains are inhabited by many groups of bandits and dangerous animals, making life scarce there. Beyond the mountains, there are vast plains where life is easier and calm, with small villages such as Foosha Village being found there. Though still officially being part of the Goa kingdom, the country’s authorities are rarely, if not ever seen there, thus rendering the people who live outside the wall forgotten by the local government.

Politics
Despite being a peripheral nation, the kingdom of Goa is one of the 170 countries affiliated to the World Government. Goa is also one of the 50 kingdoms that take part in the Levely at Mary Geoise, and has taken part in this important meeting for many occasions. The population of Goa views the World Government very positively, being proud of being one of its 170 affiliated nations and admiring the Celestial Dragons. When one of the World Nobles was invited to Goa to inspect the country, the entire population gathered at the port and massively celebrated his arrival to their homeland. The monarchy is hereditary, with its royal family having total authority over the country’s inhabitants. Even amongst the nobility, there is a distinction between those with royal blood and those who are just normal members of the nobility. People with royal blood even look down upon those who are non-royal nobles. Currently, Sterry is the king of Goa, after the death of the former one, even though Sterry wasn’t part of the royal bloodline.
Security
Despite its small size, the kingdom of Goa has an army and police force. The country’s military has been used in grand operations such as the burning of the Gray Terminal and to keep the citizens safe during that event. Their uniforms consist in a khaki military blouse, black trousers, brown gloves and military boots, and a black gas mask. Its police forces are equipped with a grey military trench coat worn on top of a white shirt and a dark tie, a military hat engraved with Goa’s symbol, and tall dark military boots. Most of the policemen are also seen wearing the same glasses while on duty.
History
Twelve years ago, Luffy, Sabo, and Ace often came here to eat and would run away without paying. They would often run through the street to avoid authorities. Sabo himself was born in and comes from this kingdom. Eventually, the kingdom decided to burn down Gray Terminal in order to impress the approaching World Noble to increase their own social status. After the time skip, Sterry is now married to Sarie Nantokanette and is the king of Goa Kingdom, after the previous king has died under mysterious circumstances. The Goa Kingdom was represented at the Levely, and Sterry and Nantokanette visited Mary Geoise for the event.
Trivia
- Dragon once referred to the Goa Kingdom’s burning of the Grey Terminal as “A miniature blueprint for this world’s future”.
- Said action would later inspire King Bekori of the Sorbet Kingdom to do the same to his own country.
- It shares part of its name with a state in India that was under Portuguese colonial possession before it was annexed. The name was often used collectively for all of Portuguese India.
- According to Oda, if One Piece was set in the real world, then Luffy would be from Brazil. Coincidence or not, like the Indian state of Goa, Brazil is also a former colonial possession of Portugal.
- According to Luffy and Sabo, Dressrosa (while it was ruled by Doflamingo) is similar to the Goa Kingdom, as both nations function through extreme class separation and discrimination caused by the royal families and nobles.
- Despite its reputation as a peaceful rural kingdom, it had spawned several of the most infamous outlaws the world has ever known such as Dragon, Luffy, Ace, and Sabo.
- Goa possesses the reputation of being the most beautiful kingdom in the entirety of East Blue.
